He looks much better with his proper gear!

The BJ's set is strange for sure, I think most of the figures would have benefitted from coming with their actual accessories rather than the garbage they came with instead.  Although some of them just can't be saved.  

I acquired one of these undertow recently and while he is a bit bland looking, he will have a place with my cobra navy figures, especially if I can find him some accessories.

I really dig the way he looks with proper gear! That BJ's set is interesting, because it was kind of terrible and yet all of the figures from it have a lot of value as novelties now. It seems like they embodied a sort of weirdness you'd have only seen back then.

Yup, he’s another one I missed out on from that era. I still need to go read your review, but from this picture alone, I have to say I like this version better than his original styling for 2 reasons: A.) I like the Cobra sigil affiliation for him more than his Iron Grenadiers look. B.) I like the red diving suit better than the one with green as it seems to mesh with Eels better & it harkens back to the MASS DEVICE Cobra divers’ look.

I'll never forget late 2001.  I sold one MOC FF/UT 2 pack for $75 and another for $65.  I used that money to buy all of my Wave V internet figures.

What's really messed up is that, at the time, I actually thought I'd never have a chance to get those figures back because there wasn't really a world where army builders weren't going to continue going up and up in price.  But, it shows how much bigger the collecting world was back then as opposed to even now.

Nice review, and this is a figure that I can see why they made it, since in 2002 the Firefly/Undertow 2 pack was going for like $22 if it was cheap. I'm glad Hasbro smartened up with the ARAH exclusives, though.
